Yes, Azerbaijan cannot be compared to a Western-style democracy.
Yes, in Azerbaijan, human rights and freedom of the press are both underdeveloped and important.
Yes, there is still a lot to be done in and for Azerbaijan before we would define the country as a democracy according to our ideas. But can we actually measure every country against the German democracy standard? Can we. But we will not be successful with that. Because the circumstances and conditions on site are often different.
