“If the members of the delegation of Azerbaijan in the PACE really bribed their colleagues with black caviar, then this is absolutely unacceptable. The Parliament and its members must be independent, autonomous and act on behalf of this organization, protecting its standards and values. That is why it is absolutely unacceptable,” said Secretary General of the Council of Europe Thorbjorn Jagland at a press conference in Strasbourg, answering the question of Panorama.am correspondent. T. Jagland, turning to the possibilities of investigating the circumstances of such incidents, noted that he can not interfere in the work of the Parliamentary Assembly of the Council of Europe.
“PACE is an independent body,” said the CoE Secretary General. It should be recalled that in May of this year the European Stability Initiative published a study titled “Caviar Diplomacy”: How Azerbaijan silenced the Council of Europe”, which detailed the chronology and mechanisms of bribing the deputies of the Parliamentary Assembly of the Council of Europe by the ruling regime of Azerbaijan.
